Moore, Florida’s Boating Law Administrator.  Major Moore is recognized for his significant contributions to recreational boating safety, not only in his home state of Florida, but throughout the nation.  During the many years he spent leading the Southern States Boating Law Administrators Association (SSBLAA) and the National Association of State Boating Law
Administrators (NASBLA) his performance has underlined his exceptional leadership abilities.

Major Moore began his boating safety and conservation law enforcement in Florida in 1990.  He worked his way up through the ranks as a law enforcement officer, a regional training officer, an assistant boating safety coordinator and watch commander.  Since 2002 he has served as the Boating Law Administrator and manager of Florida’s Boating Safety Program.

His contribution to NASBLA began as a member and regional reviewer with the Education Committee, where he was responsible for reviewing and approving boating safety courses for providers within the State of Florida and the Southeast Region.  He chaired the Boating Accident Investigation, Reporting and Analysis Committee while serving in leadership positions with SSBLAA and NASBLA Executive Boards.  He served as the President of NASBLA 2008-2009 and under his leadership guided NASBLA’s Boating Under the Influence (BUI) program.  The new standards for field sobriety tests and applying those standards to redesigning a National curriculum for teaching BUI detection and enforcement have found wide acceptance and employment among law enforcement agencies throughout the nation.Peter Griswold, USPS, Bill Griswold, President USBI and Major Moore, Photo by Joan Griswold

Major Moore served four years in the United States Marine Corps Reserve and currently serves on a local board for a Pregnancy Help and Information Center.  Major Moore served three terms on the National Boating Safety Advisory Council (NBSAC), 2004-2012, chairing two subcommittees.  The Mandatory Life Jacket Wear Subcommittee under his leadership made a recommendation to the Coast Guard that all persons, adults and children, on personal water craft, human powered vessels, and vessels engaged in towed sports and on boats less than 18 feet in length be required to wear a life jacket.  He presently serves as the Vice Chair of the National Safe Boating Council with distinction.

Major Moore’s distinguished service has greatly enhanced recreational boating in the United States.  For his outstanding contributions to recreational boating safety, Major Richard M. Moore is awarded the United Safe Boating Institute’s Schooner Award.
